The Municipality of Candelaria has 20 officials composed of the Municipal Mayor, Municipal Vice-Mayor, 10 Sangguninang Bayan (SB) members, Municipal Treasurer, Municipal Assessor, Municipal Accountant, Municipal Budget Officer, Municipal Planning and Development Coordinator, Municipal Health Officer, Municipal Civil Registrar, and Municipal Engineer.

LOCAL FISCAL MANAGEMENT

The budget of the municipality is based on the estimated income and appropriations for each year. Budgetary allocations are created on two levels – the municipal and the barangay.

Candelaria’s sources of income include tax revenue, non-tax revenues and external sources which include the Internal Revenue Allotment (IRA) from the National Government and other sources besides the IRA. The external sources of income were only explicitly declared and differentiated from non-tax revenues during the 2010 budget and the ones for the subsequent years.

Appropriations by the government for the general fund are divided into four categories: Personal Services, Maintenance and Other Operating Expenditures, Capital Outlay and Non-Office Expenditures. Personal Services make up the largest part of the expenditures. Appropriations for Non-Office Expenditures come in second.

The budget appropriations can also be categorized into three groups: General Public Services, Social Services and Economic Services. Appropriations for General Public Services make up the largest while appropriations for Economic Services follow closely.

Income from tax revenues has generally increased from 2007 to 2012. Although, it experienced a dip in 2008.The increase was relatively gradual from 2008 to 2010 with a much greater increase recorded from 2010 to 2011. Revenue growth from 2011 to 2012 was, however, relatively smaller.

Generally, Candelaria’s budget has risen gradually over time.

The municipal government is highly dependent on the national government for its income as shown by the high percentages of the IRA as part of the total income. The barangays of Malabanban Norte, Malabanban Sur and Bukal Sur have the highest IRA while Pahinga Norte, Masalukot V and Masalukot IV have the smallest. The barangays of Santa Catalina Norte, Mangilag Norte and San Andres are the three most dependent barangays on the IRA based on percentage ratio while Poblacion, Pahinga Norte and Mangilag Sur are the least dependent.

The public market and the public slaughterhouse are sources of non-tax revenue for the local government. Income from non-tax revenues (that are not from the IRA) have steadily risen since 2010 when the distinction between external income and non-tax income was established.

DEVELOPMENT LEGISLATION

Ordinance No. 66 of 2010, the prohibition of the use of plastic bags in Candelaria, has made the most noticeable impact in the lives of the residents of Candelaria within that year. Other prominent Ordinances are Ordinance No. 88 which is the use of CCTV in private and public establishments as part of their Anti-Criminality campaign; and Ordinance No. 81, the declaration of Tilarog Spring, Quiapo Spring, Baloyboy Spring, Dapian Spring, Quiapo River and Masin River as protected areas.

The Ordinances and Resolutions of the Municipality of Candelaria are being recorded and kept by the Office of the Sangguniang Bayan Secretary.

NON-GOVERNMENT ORGANIZATIONS AND PEOPLE’S ORGANIZATIONS

Candelaria has a total of 38 Non-Government Organizations and People’s Organizations. The Candelaria Ang Lakas Nasa Mamamayan (CAALAMAN) Council is the government body in charge of acknowledging, managing, and consolidating non-government organizations in Candelaria, Quezon.

Aside from the CAALAMAN Council, the Sangguniang Bayan is also responsible for the accreditation of Non-government Organizations, People’s Organizations, and Cooperatives. The CAALAMAN Council was established under Ordinance No. 10-2003 in order to represent and practice the rights of all people in Candelaria, and to give the residents an equal opportunity to participate in government activities.
